The alternative is starting a new save file and having it populated. So you would be able to have sims move here but it would be empty. You may not have to remove everything from the launcher - I did one at a time of my least favorite first and after a couple uninstalls it exported just fine.) Be sure to make a backup of your world before trying this. You can populate worlds in CAW without modding and it can ruin your game if done wrong. You can save any lots to the library beforehand if those are things you want to hang onto as well. (Just remember to put the mods and DCCache folders somewhere you remember so you can put them back once you are done editing. If it still will not let you EIG/Save/Export while using CAW, after removing those folders, you can try to uninstall whatever is still in the launcher. I don't have all my cool stuff but at least I can edit and save. If you are just changing roads - you don't really need those anyway.
